从国际法视角看空间资产的安全问题

空间资产主要是指为民用或军用目的而射入外层空间或者在外层空间组装或制造的,具备正常使用功能的空间物体。目前,空间碎片、有害干扰及反卫星武器等对空间资产的安全构成了严重威胁。空间资产的安全问题已经引起了许多国家的强烈关注,但目前尚不存在保护空间资产安全的专门规则。虽然联合国有关外空条约、国际电联的条约和无线电规则以及禁止在外空进行核试验的条约在某种程度上起到了保护空间资产安全的作用,但这些规则达不到有效保护空间资产安全的应有效果。
