| 摘 要： | 2006年后,民航销售代理管理方式已转变为协会认可、自律管理,但协会认可实为＂行政认定＂,自律管理实为＂行政管理＂。民航局应行使规章制订权、行业组织监管权、纠纷解决权,并推动附属于中国航空运输协会的航空销售代理人委员会成为一个全国性的独立机构,由其实行行业自律。而减少非法代理的办法是放宽认可条件、减少收费项目和降低收费标准,或改为注册制,只收取少量注册费并由航空公司来控制销售代理。
