中国二元户籍制度下不公平分配现实的批判与改革

计划经济时代,以二元户籍制度作为人口分类管理的依据,由此逐步形成了系列的城乡人口不公平分配政策,改革开放以后,没有逐步调整改革这种不公平户籍制度,造成城市户籍演变成一种商品,城市利用它获取利益,同时城市拒绝向在城市多年工作的农民工及其抚养人口进行国民收入再分配.但是如果要一次性的解决户籍制度,当前的公共财政制度和财政能力是难以适应的,建议采取两阶段多步骤战略,分阶段有重点推进分配制度公平化,最终实现户籍制度一元化改革.

Critics and reform on unfair income distribution reality under China s dual census register system

In plan economy period,dual census register system is regarded as the basis of population stratum management,as a result,a series of unfair income distribution policy is gradually formed between urban and rural areas.After reform and opening to outside world,this unfair income distribution system has not been gradually reformed,and so the urban census register system becomes a kind of goods and the cities use the census register to obtain benefit,and,meanwhile,the cities refuse to make income re-distribution for peasant-workers and their supporting people who work or stay in the cities for many years.If the dual census register system problem needs to be solved once for all,however,present public financial system and financial ability are difficult to finish the task.This paper suggests that multiple steps should be taken in two phases for promoting fair income distribution in order to realize unified census register system.
