中共八大前后毛泽东对改革党和国家领导制度的探索

八大前后,毛泽东为了建设一个强大的社会主义国家,也为了使党和国家的领导制度更加民主化,更加适应新的历史时期的需要,对党和国家领导制度的改革进行了有益的探索,其主要内容有:将党的代表大会改为常任制;设立中央书记处和中央总书记;酝酿废除领导干部职务终身制;适当下放一部分权力给地方和企业等。毛泽东的这种探索虽然后来没有坚持下去,但其努力方向是值得肯定的,它为新时期党和国家领导制度的改革提供了理论上的先导,至今仍具有借鉴和启迪意义。

The Exploration of Mao Zedong on the Reform of the Institution of Leaders of Our Party and Nation Before and After 8th National Congress of CPC

Before and after 8th National Congress of the CPC,in a good spiritual state,Mao Zedong started the beneficial exploration on the reform of the institution of leaders of our Party and nation for the purpose of building up a strong socialism country,making the leading system more democratic and meeting the needs for the new historic era. The main contents of the reform are: making the National Congress of the CPC permanent,setting up central secretariat and general secretary of the Central Committee,planning to abolish the system of life tenure of the leaders and giving some power to the local governments and enterprises. Though he did not go on with the exploration later,the direction was certainly correct. It is of much reference and elicitation to the present reform of the new era.
