摘 要: | 水资源与水安全问题是涉及地理、政治、经济和社会等多个方面的系统问题,要彻底解决水资源和水环境问题,必须突破传统模式,变革治水思路,从国家安全和全球视野高度看待水,从自然与经济社会协调发展的角度布局水,用现代管理手段和政、产、学、研协同并举治理水,从而实现“治水治国”的顶层设计、统筹谋划、整体布局、有序推进。在多次深入实地调研水生态文明建设示范工程、水资源监控能力建设试点、节水灌溉示范基地的基础上,得出破解水安全问题需要系统思维和全局视域观点,并且需要借力航天技术提升水安全保障能力。

On Water Resources and Water Environment under the View of Systems Thinking |

Abstract: | Water resources and water environment are complex systematic problems related to geography, politics,economy,society,etc. In order to seek for the solution of the problems,changes must be made on tradi-tional management and thinking model. To view water from national security and global vision and to manage wa-ter resources from the view of coordinated development of nature and economy by means of modern management and collaborative methods of administration,production,learning and research,so as to realize the top-level desig-ning,overall planning and scientific layout of water resources management. Based on the in-depth research of wa-ter ecological civilization construction, water resources monitoring demonstration project and water-saving irrigation bases,we draw a conclusion that systems thinking,global perspective as well as space technologies are essential elements to solve water security problems and to promote water security assurance ability. |
