| 摘 要： | 提高政府信用的重要性众所周知，信用是种契约，是份信任；而信任则是政府统治合法性的基础。政府信用的建设符合诸多的现代政治理念，是种必然。本文仅就政府和人民之间的关系，从契约社会、人民主权和信用倾向三个方面展开阐述。

| Abstract: | The importance of improving government credit is well-known.Credit is a kind of contract and trust,whereas trust is the basis of legitimacy of the government rule.It is inevitable that the construction of the government credit line with many a modern political philosophy.This article elaborates on the relationship between the government and the people from three aspects:the contracted society,the people's sovereignty and credit tendency. |
