甘肃省农村社会养老保险制度的困境与出路

建立健全覆盖甘肃省农村社会养老保险体系,是摆在理论工作者面前的一大课题。立足甘肃,分析全省农村社会养老保险的现状和面临的宏观困境,应用囚徒困境探析了农村社会养老保险"帕累托最优"选择和农村居民社会保险购买能力问题,针对制约困扰甘肃农村社会养老保险的主要问题和甘肃农村弱势群体社会养老保险存在的现实问题,提出了加大宏观调控力度,凸显政府社会保障职能;聚焦甘肃农村弱势群体,探寻农村养老保险新路子;对西部地区予以适当照顾,采取转移支付的方式予以划拨基金等思路及对策。

Dilemma and Solution of Endowment Insurance for the Farmers in Gansu

To establish and cover the endowment insurance in the rural area in Gansu is a major issue for the theory researchers.This research bases on the situation of Gansu and analyzes the basic environment and micro dilemma.The theory of prisoner dilemma will be adopted to operate an analysis in terms of the endowment insurance purchasing ability for the farmers in Gansu Province.And the paper proposes the measures for improving level of the weak group in the rural areas in the mentioned province to reveal the protection function of the governmental.The paper also focuses on the weak group in the countryside and probes the effective way for rural endowment insurance.The paper therefore proposes to give certain privilege to the western areas in the way of payment and funds transferring.
