西南少数民族贫困县反贫困综合绩效模糊评价——以10个国家扶贫重点县为例

在《中国农村扶贫开发纲要(2001—2010年)》实施结束的背景下,从温饱水平、生产生活条件、生态环境和发展能力四个方面构建了西南少数民族地区反贫困综合绩效评价指标体系,并利用模糊综合评判法,对四川、云南、贵州三省的10个少数民族国家级扶贫重点县进行了实证评价。结果显示,与全国平均水平相比,西南少数民族地区扶贫综合绩效整体较好,但差距较大;在西南少数民族地区内部,贵州省少数民族地区反贫困形势尤其严峻;在反贫困综合成效方面,生产生活条件改善成效较好,温饱水平和发展能力成效较差。

Southwest Minority Poverty Counties Antipoverty Comprehensive Performance Evaluation: Key Counties for Poverty Relief to 10 Countries as an Example

In "China’s rural poverty and development program(2001-2010)" implementation over the background,From the full belly level,production and living conditions,ecological environment and development ability construct,the four aspects of southwest minority areas to fight poverty comprehensive performance evaluation index system,And by using fuzzy comprehensive evaluation method,Sichuan,Yunnan and Guizhou provinces of 10 minority national poverty alleviation county of the evaluation.Results show that,compared with the national average,southwest minority areas overall comprehensive performance is good,but the gap is bigger;In the southwestern minority region internal,Guizhou minorities areas to fight poverty is especially dire situation;In the comprehensive effect of poverty,production and living conditions improved effect is better,the development level and the ability to food and clothing with poor results.
