我国城乡收入差距的分析和对策建议——基于社会公平的视角

目前，我国城乡居民收入、行业间收入、同一群体中不同阶层收入的差距不断扩大，其原因主要是由城乡教育资源配置不均衡、社保制度的城市偏向、医疗卫生投入严重失衡、不完善的宅基地制度、财政政策支持不足引发的。为此，应彻底改革户籍制度，建立农民流动保障制度；加快乡镇财政管理体制改革，建立完善公共财政制度；推动农民职业培训，培养新型职业农民；加大农村公共资源投资，完善农村社保制度；完善城镇化制度建设。

Analysis and Suggestions of Urban and Rural Income Gap in China ——From the Perspective of Social Justice

At present, income gap between urban and rural in our country and gap between different industries and even between different segments of the same group is continuing expand. The reasons why the gap is expanding are mainly as the follow： unbalanced allocation of educational resources and health investment; imperfect homestead system; and lack of financial support. In order to narrow the gap, we should take the following measures： reform the household registration system to establish social security system for farmers; accelerate the reform of township financial management system to establish and improve the system of public finance; promote vocational training of farmers to cultivate new farmers; increase rural public resources investment to improve rural social security system; and improve the urbanization system construction.
