| 摘 要： | 新疆具有风能储量大、风能品质高等风电开发优势，但近年来新疆风能发电量虽逐年提高，风电占总发电量比例和装机增长率却有所降低。这主要是因为目前新疆风能发电存在成本高、技术落后、政策实施不到位等开发障碍。应该在人才、技术、厂商待遇三方面实行特殊的激励政策，以求新疆风电业快速发展。

| Abstract: | Wind energy, a kind of clean, renewable new energy, has been drawing more and more attention to such problems as energy resource crisis and environment pollution. This paper analyses, in terms of technology and finance, the current decline of the rate of wind power generation, advantages of wind energy reserves and quality and obstruction of wind power generation in Xinjiang. It suggests that incentive policies be implemented for talented personnel, technology and enterprises so as to expand the scale of wind power generation. |
