参与式治理的发生逻辑、功能价值与机制构建

民主化与开放化是当代政治的发展方向，参与式治理从学理上本质地揭示了平等、民主、协作、参与的时代呼唤。纵观过去几十年的政治理论发展和实践改革，一直制约在工业时代的思维范式中寻找改良方案的做法不但没有推动政治改革跟上经济发展的步伐，反而陷入一个风险社会的牢笼之中，而主张多元主体直接参与国家治理的新范式--参与式治理，在厘定参与主体生态位、调整治理结构、完备国家治理体系、培育公民社会、促进政治社会化、维系动态平衡、巩固治理成效等方面是具有天然优势的，结合我国的治理实际，构建参与式治理机制，推进国家治理现代化具有特殊意义。

On the Occurrence Logic,Value and Mechanism Construction of Participatory Governance

Democratization andopening is the development direction of modern politics.Participatory governance fundamentally reveals the nature of equality，democracy，and cooperation，and the necessity for participation as well.Reviewing the development of political theories and reforms in the past several decades，we can find that the traditional practice to look for improvement programs from the thought paradigm of the industrial age has fallen into a risk society，instead of promoting political reform and matching economic development.Participatory governance，a new paradigm which advocates multiple subjects’ direct participation in state governance，possesses some natural advantages in defining the subjects’ ecological niche，adjusting governance structure，perfecting state governance system，cultivating civil society，promoting political socialization，maintaining dynamic equilibrium，and consolidating governance effect.Therefore，constructing participatory governance mechanism，taking China’s governance practice into consideration is of great significance in promoting China’s modernization in state governance.
