| 摘 要： | 工业化对解决"三农"问题具有最根本的驱动作用,城市化是工业化的空间存在形式,工业化、城市化必然要求非农化,农业产业化实质上还是工业化改造传统落后农业的问题.本文建议用工业化、城市化、农业产业化等来解决"三农"问题.

| Abstract: | Nowa(lays the security system of minimum living cost for rural residents has been widely established in the rural areas of our country. It is the key safeguard for the rural areas, which is also the foundation of our rural social security system. However, there still remain some problems,such as the objects, ways, capitals and management system, etc. A full understan(ling and good resolution to these problems has great realistic significance for improving the social security system an(I maintaining stability an(l growth of economy in rural areas. |
