陕西农民职业技术教育问题探析

摘    要:论述了建立和完善农民职业技术教育长效机制的重要作用和意义。经过分析研究,提出陕西省农民职业技术教育长效机制为:(1)设置农村农民职业技术教育管理机构。(2)制定农民职业技术教育发展的法律法规。(3)配套建立农民职业技术教育发展长效机制的保障制度。(4)开发农村农民职业技术教育资源。(5)确立农民职业技术教育发展长效机制实施方略。实现农民职业技术教育长效机制的主要方法为:(1)推广已经取得的办学经验,促进基础教育上规模上水平;(2)大力发展劳动技术教育和职业技术教育。(3)改革农村普通教育的内容和课程设置。实现农民职业技术教育长效机制的主要措施为:(1)加强地方法规建设,强化政府行为。(2)整合资源,树立为“三农”服务的思想意识。(3)加强宣传发展职业教育的力度。(4)坚持以就业为导向,增强职业技术教育服务于经济社会发展的能力。(5)各级政府大力打造地方品牌。(6)建立健全全省农民职业技术教育网络。

Abstract:Through data collection with the methods of the questionnaire,date analyzing and comparison,analysis is made of the current situation and history of the farmers' vocational and technical education in rural areas in Shaanxi Province.Then the paper focuses on the importance and function of the long-term mechanism of the establishment and perfection for farmer's technical education,which could be concluded as the following: 1.Establishing the management organization of the farmers' technical education;2.Decreeing the law and regulation on such education development;3.Enforcing guaranteeing measures;4.Developing the education resources of the countryside;5.Launching strategic policy on the long-term mechanism.The main methods and measures for the long-term mechanism are proposed as the following: 1.Extending the experienced education and improving the rudimentary education in large scale;2.Developing the technical and vocational education,3.Reforming the general education content and the training courses.In addition,the following aspects should also be considered: 1.Strenghening the local regulations and the government behaviors;2.Integrating resources to offer bettes service to the farmers;3.Strenghening the propagation of rural technical education;4.Improving the ability of the vocational and technical education with the principle of employment orientation;5.Creating remarkable education brand names in different levels;6.Establishing and perfecting a province-wide education network.
