| 摘 要： | 宪法的政治功能就是构建国家政治体制。在政体构建中，民主是基础，宪法配置权力是核心。由于宪法构建的政体是以保障人民权利为目的并能运行于社会实际政治生活之中，因而本文强调宪法实施的保障问题，并且认为这是宪法功能起作用的关键所在。

| Abstract: | The construction of the power systems of administration is the political function of the constitution.Democracy is its fundation;dividing and administrating the state power is its nucleus. The article emphasizes the importance of the protective role played by the constitution,since the citizen right can not be effectively protected and the power of government can not be reasonably restricted without the supervision by constitutional action. |
