| 摘 要： | 地方政府竞争是世界范围内普通存在的一种现象，也是当代中国府际关系的重要内容。计划经济和市场经济背景下的地方政府竞争有不同的表现形式，其演进历程也经历了从资源竞争到制度竞争等四个阶段。当代中国地方政府竞争最为重要的制度特征，就是中央政府管制下的地方政府间有限竞争。

| Abstract: | Local government competition,is not only a general phenomenon in the worldwide, but also an important one among governments in China. It takes on different appearances under the planned economy and the market economy backgrounds. In China, local government competition has evolved four stages, from the resource competition to the institution competition. The most important characteristic of contemporary local government competitions, is that the competition is limited under the central authorities＇ control. |
