金融危机背景下扩大内需的财政政策研究

2008年的美国金融危机迅速演变成全球性经济危机。由于我国经济对外贸易依存度过高，在发达国家消费市场急剧萎缩的情况下，如何通过扩大内需来维持我国经济的高速增长就成为当前必须解决的问题。综观我国目前经济内需不足的表现和影响，笔者认为，必须深化收入分配领域改革，完善收入差距调节制度；完善社会保障制度，增加消费倾向；实施为中小企业减轻税负的税收政策，增加投资需求；适当扩大政府支出规模，增强消费者和投资者信心；积极推动科技创新，培育新的投资和消费热点。

On Financial Policy of Expanding Domestic Demand under the Background of the Financial Crisis
