社会救援资源应急供应链的协同管理

针对社会救援资源的供需不确定性以及应急供应链的政府主导性和快速响应性特征, 将协同学理论引入应急供应链管理中, 对应急供应链的协同管理进行理论分析, 从战略层、策略层和技术层分别设计应急供应链的协同管理框架;从组织协同、流程协同和信息协同三个角度研究应急供应链的协同机制。认为:应急供应链的协同管理符合社会救援资源主体的自组织特性, 并且能够发挥应急供应链的整体效应, 促进应急资源的有效整合。

On Synergy Management In Emergency Supply Chain Dealing with Unconventional Emergencies

Based on the uncertainties of social rescue resources supply and demand, and on the features of government-leading and fast response of emergency supply chain, this research introduced the synergetic theory in emergency supply chain management. The synergy management framework of emergency supply chain was designed from the aspects of strategic level, policies layer and technology level, and the synergy mechanism was discussed from the perspectives of organization synergy, flow synergy and information synergy respectively. The study suggests that the synergy management mode in emergency supply chain meet the self-organizing characteristic of each social rescue resources members and should realize its overall effect so as to promote the integration of emergency resources.
