| 摘 要： | 加强公民道德建设、提高公民道德素质是全面建设小康社会的重要战略目标。公民道德是社会实践主体内在品性和社会生活存在方式的统一,其在本质上既是自律的,又是他律的,只有内在的品行修养和外在的道德性制度安排相融合,才能推进公民道德建设,在这一过程中更应注重自律。
