中国非公募基金会发展现状、困境及政策思路

当前,中国非公募基金会迅速崛起,发展空间巨大,具有区域发展不平衡特点;宗旨开始多元化,但不明显;基本属于项目运作型而非公益资助型。非公募基金会良莠不齐,治理水平面临着突出的困境;专业化与职业化水平较低,服务性体系还有待建立;独立性面临着来自资本与行政等多方掣肘,自主性能力不足;诸多制度性障碍依然存在。非公募基金会的健康发展需要政府多个部门以及社会各个领域的大力推动:引导由运作型向资助型方向发展;加快行业服务机构的建立,促进分工协作;强化落实信息公开力度,打造统一便捷的信息公开平台;建立与完善以政府为主体,民间评估力量参与的评估机制;大力推动从业人员的专业化与职业化;不断变革相关制度障碍。

Research on the Development Situation,Dilemma and Policy Path of Private Foundations in China

Nowadays,China private foundations rise sharply and have huge development space,which also have the following characteristics:inequality existing in the different areas,pluralism emerging and being unobvious,and program operating foundations dominating other than donating foundations.The healthy development of the private foundations call for the enormous promotion from related government and societal departments which are as follows:many operating foundations being guided towards donating those;accelerating the establishment of profession service agencies,and promoting division and corporation;Strengthening information openness and transparency,and setting up uniform and convenient information opening platform;forming and perfecting the evaluating mechanism with government leading and non-government participation;advancing employees’ specialization and professionalization;and related systems should be reformed continuously.
