论基于人权保障的乡村治理

乡村治理是国家治理的重要组成部分，基于国家治理体系和治理能力现代化以及全面推进依法治国的背景，推进乡村治理体系和治理能力现代化建设具有重要的战略性地位。在走向权利的时代，现代乡村治理应当以人权作为价值基准，以人权保障来化解乡村治理危机，并以此推进乡村治理的良性发展，促使乡村和谐秩序形成，促进乡村社会文明发展，进而推进国家治理现代化，实现国家的富强、民主、文明与和谐。
