城郊村公共产品供给机制问题研究——以绍兴市越城区城南街道为例

以体制外供给为主的现行农村公共产品供给机制带来的诸如供给总量不足、供给主体错位、供给结构失衡等内在矛盾,正在逐渐凸显和加剧。尤其是地处“都市边缘”的城郊村,在现行农村公共产品供给机制下,由于存在着地域复杂性和过程多变性特征,以及公共产品本身具有的外溢性而造成了较为严重的负面影响。为此,必须把市场激励机制引入公共部门和公共服务之中,建立“公导民办”的城郊村公共产品供给机制,并根据城郊村纯公共产品或准公共产品的不同属性,分别选择“政府投资主导”或“民营资本主导”等不同运行模式实施公共产品的有效供给。同时,在相关政策上给予必要的支持。

The Public Product Supplying Mechanism in Suburban Villages:A Case Study of Chengnan Street of Yuecheng District of Shaoxing City

The current public product supplying mechanism in the countryside is supply primarily from without.This brings serious problems,such as insufficiency,body dislocation,structure unbalance and so on.The problem is particular serious for the suburban villages at "the metropolis edge." Under the current public product supplying system,the complexity and levity of the region are neglected.In addition,the overflow of public product itself may have some negative impact.Therefore,mechanism of the market shall be introduced into such institutions as public supply and public service,forming a government-guided privately run public supply system for the suburban villages.According to whether the product is completely public or quasi-public,different mechanisms shall be adopted so as to improve both the efficacy and efficiency of the supply system,namely,"government investment as the major source" or "private investment as the major source." At the same time,government policy shall favor or be beneficial to the system.
