浅析高校按生产要素分配

高校内部分配制度改革是目前高校新一轮改革中的重要问题之一，《高教法》赋以学校内部分配自主权，十五大提出的“按劳分配与按要素分配相结合”对高校内部分配改革指明了方向。学校在坚持按劳分配为主的前提下，引入要素分配理论并处理好各要素在分配中的比例关系，有利于教学、科研，有利于人才培养和人力资源配置，有利于高校的发展。

With distribution according to labor as the dominant method, the universities are expected to introduce the theory of distribution according to major factors.And proportional relationships among various factors should be appropriately handled.This would be conducive to teaching and learning,scientific research,the training of human resources,and the deployment of human resources and material resources,thus conducive to the development of institutions of higher learning.
