| 摘 要： | 分权化的财政体制的形成和行政上的放权使地方政府逐渐拥有选择本地区发展模式、发展路径、自主处理地方性公共事务等权利.与此同时,地方政府的政绩评价模式重心偏向经济取向,经济发展、GDP增长和就业率成为衡量地方政府的激励标准,从而导致了地方政府演绎激烈的利益之争,并由此衍生出非理性竞争行为.本文在此基础上提出回归理性的行为在于运用制度激励与约束.

| Abstract: | The decentralization of finance and politics enables local governments to deal with native affairs such as development mode and other public affairs.In the meantime,the evaluation on local governments' performance emphasizes on economic development,GDP growth,and employment rate.This system brings about a fierce irrational competition among local governments.This paper deals with the problem of how to bring the irrational competition back to a healthy one,and the effective way,the use of encouragement and restriction properly,is suggested. |
