The Major Problems and Way of Thinking Concerning the Restructure and Reform of Old Industrial Base of Northeast

To restructure and reform the old industrial base of Northeast is the major strategic decision of the Central Committee of the Chinese Communist Party. The author holds the idea that the systematic restructure and reform of the Northeast must be taking place at the same time in four aspects, structure adjustment, institutional innovation, technology transformation and re-organization of human resources. There are ten fields that should be studied in the restructure of the Northeast, those are, the current situation of the old industrial base, the modes of transformation and restructure, the premise of the restructure, the micro base of restructure, the channels of restructure, the capital raising and application in the restructure, the policies coordination in the restructure, the employment problems in the restructure, restructure-reform and market export, and the formulation and application of the programs in the restructure.
