| 摘 要： | 地方保护主义既是地方政权滥用权力的结果,也是中央与地方关系被政治化的后果。如果把地方保护主义视为中央保护主义的自然映射,那么,地方保护主义当中包含着地方利益这一合理内核。要构建健康的中央与地方关系,应当承认地方利益的合法性、合理性,并建立有效的地方利益表达机制。同时,应当以法律手段界定地方权力的范围及其运行模式,以保障地方利益的合法性、正当性。

| Abstract: | Regional protectionism is not only the product of the abused regional governmental authorities,but also the consequence of the politicized central-regional relationship.If it is considered the natural reflection of central protectionism,regional protectionism includes a reasonable nucleus-regional benefits.In order to construct a normal central-regional relationship,we should acknowledge the legitimacy and the reasonableness of regional profit.Meanwhile, we should define,by law,the limits and the operational patterns of regional authorities so that both the legitimacy and the reasonableness of regional profit can be ensured. |
