摘    要:在分析理性官僚制的内涵、外延、发展和完善过程以及针对官僚制所提出的新公共管理理论和实践的基础上,通过对二者特质的比较和关系的重新审视,得出新公共管理对理性官僚制不是替代性的关系,而是一种调适性的完善的结论。

Abstract:In view of rational bureaucratic system of analyzing the implications,developing and improving the process and the bureaucratic system proposed for the new public management theory and practice based on the comparison on the two characteristics and relationship,the paper draws that new public management is not a substitute rational bureaucracy relationship,but a perfect adaptation of the conclusions.
