| 摘 要： | 突发公共卫生事件对战后美国的政治安全、军事安全、经济安全和公共安全构成的威胁与日俱增,导致美国社会失序和分裂以及政府公信力和权威性的失却,严重威胁了美国军队的安全和海外利益,使美国的经济蒙受巨大损失,本土受到生物恐怖主义袭击的危险系数越来越高,由此引起的外交纠纷和冲突日渐增多。
