| 摘 要： | 建国前后苏北地区发生了数十年未有的严重水灾,给苏北社会造成了极大的灾难。灾情出现后,苏北区各级政府部门借鉴以往解放区的救灾经验,整合各种社会资源,自上而下组织起统一的救灾领导机构,掀起了群众性的生产救灾运动,最终战胜了灾荒。

| Abstract: | An unprecedcented flood struck Northern Jiangsu around 1949,causing great damage to the region.After the disaster the local governments at all levels used expreriences of disaster relief from the liberated areas during the civil war,established a leading organization with all sorts of social resources and launched a mass movement of disaster relief,and finally overcame the disaster. |
