产业政策的中长期主题:发展中技术产业

加入ＷＴＯ后 ,中国一方面要在ＷＴＯ的规则下逐渐取消大部分产业的贸易干预 ,另一方面又需要运用适当的政策手段推动产业结构升级 ,但是应重点发展哪些产业呢 ?我们认为面对经济全球化的国际环境 ,中国产业结构升级的起点和方向都应调整到以技术密集度为衡量指标的产业坐标系上 ,不再以劳动密集型和资本密集型标准区分和规划产业 ,推动主导产业沿着技术密集度阶梯快速攀升。在“入世”后的１５年内 ,产业政策的主题就是大力发展中技术产业。

The Mid-and Long-term Targets to be Hit by the Industrial Policy:the Developing Technology Industry

After the entry into WTO, on the one hand the Chinese government must, by WTO's regulations, gradually cancel trade interference in most industries, on the other it needs, by means of proper policies, to drive its industries to upgrade their structure. But which industries should be pinpointed? In our opinion, in the international circumstances of economic gobalization, the starting point and orientation of the structural escalation of China's industry should be adjusted to the “industrial coordinate" that takes the technology intensiveness as the reference point, no longer employing labor intensiveness and capital intensiveness as criteria for the division and plan of industries, so as to drive the leading industries to ascend the ladder of technology intensiveness rapidly. In 15 years after their entry into WTO, the main body of our industrial policy is nothing but making great efforts to develop technology industry.
