| 摘 要： | 党的十六届四中全会关于深化党内选举、选人用人机制改革的论述清晰地表明,这是新世纪新阶段加强党的执政能力建设的一个重要的新思路、新要求、新特点。当前的选人用人机制与加强党的执政能力建设存在着不相适应的地方。加强党的执政能力建设必须深入进行选人用人机制改革的探讨,努力构筑一个更加科学合理的选人用人机制。

| Abstract: | The Party's 4th Plenary Session of the 16th Congress emphasised the reform of selecting and employing personnel system.This indicates that this is a new idea,new requirement and new characteristic in strengthening the Party's governing ability in the new century.There exists some problems about this at present.Strengthening the governing ability constrution must focus our attention on the reform of choosing and employing personnel mechanism so as to constitute a scientific and rational personnel system. |
