中国西部地区人口转变若干问题解析

从人口与经济的协调发展看 ,我国西部地区的人口增长已超出适度规模 ,从农民生育子女在经济上并不划算这一客观事实看 ,微观经济学的“成本效用”理论并不能圆满解释西部地区人口膨胀的原因。生育对贫困地区的人们并不全然基于市场理性 ,生育还连带着特殊的文化背景及社会情境。因此 ,西部地区要降低人口出生率 ,求得适度人口 ,不仅要借助于人们生命逻辑之外的控制力量 ,即人口控制的成功 ,而且要依赖于科学、文明、进步的新型生育文化的形成 ,即通过文化的变迁 ,使人们在生育行为上形成一种新的文化自觉。

An Analysis of Some Issues Concerning the Transformation of Population in China's Western Regions

In view of the coordinated development of populati on and economy, the population growth in China's western regions has exceeded its appropriate scale. The objec tive fact that procreation is not worthwhile economically indicates that the mic ro-economic theory of "cost efficiency"fails to provide a satisfactory explana tion of the reasons for the swelling population in these regions. Procreation fo r people in the poverty-stricken areas is not entirely attributed to the market r ationality, for it is also related to specific cultural backgrounds and social c ircumstances. Therefore, the reduction of birth rate to ensure an appropriate po pulation depends on not only the control force beyond the life logic of the peop le, i.e. the success of population control, but also the formation of a scientif ic, civilized and modern culture of porcreation, i.e. the formation of a new cul tural awareness of procreation by means of cultural changes.
