摘    要:农地非农化过程中不同利益主体的土地收益格局决定了资源配置的公平与效率性。从江苏省N市的实证分析看,土地征用出让过程中,农民的补偿偏低,难以保障农民失地后的长期生活,既影响了土地资源配置的公平性,也影响了农民的农地保护积极性。中央和省级政府在土地收益分配中所占比例较少,难以对地方政府形成耕地保护的经济约束机制,运用经济手段进行耕地保护的力度受限制。市级政府收益比例的过大,既刺激了地方以地敛财,也为他们低价出让土地提供了可能,最终是加速了农地的过度非农化。

Abstract:The distribution of land benefit from land conversion produces an impact on the fairness and efficiency of land allocation between agricultural and non-agricultural sectors.A case study on this topic in N City of Jiangsu Province shows that farmers get little compensation from land acquisitions,which can hardly maintain their living standards in the long term and brings a negative influence on the fairness and the farmers' enthusiasm for farmland protection.The central and provincial governments' meager portions of the benefit from land conversion also weaken their economic control of the local governments' farmland protection.City governments' larger share of land benefit provides incentives for local governments who will converse farmland for the purpose of capital accumulation and provide land resources to developers at relative lower prices.As a result,farmland is conversed to nonagricultural sectors excessively.
