| 摘 要： | 人才流动法律体系是指将我国有关人才流动的全部法律规范,按照一定的原则和标准组合而成的结构严密、形式统一的有机联系的整体。法律体系的构成要素是制定法。我国专门规范人才流动的法律位阶较低,规范的覆盖面和系统性、协调性差,规范的刚性不足,人才权利救济的成本较高。我国人才流动的法律体系需要进一步完善。
