论民族自决权主体

目前，对民族自决权主体问题，学界有不同的认识。综合分析各家之言，应对民族自决权主体做如下界定：民族自决权的主体包括处于殖民统治之下或在外国军事侵略和占领下的民族，以及主权国家的全体人民。在严格限定的条件下，多民族国家内部的少数民族也可以成为民族自决权的主体。

On the Subject of Right to National Self-determination

There exist now in the academic circle different opinions towards the subject of right to national self-determination. This paper, on the basis of an analysis about all these opinions, defines the term, holding that it should include the nations either under colonial rule or under the foreign military invasion and occupation, and peoples of sovereign states as well. Under the strictly defined condition, the minority nationalities within multi-national countries should also be regarded as the subject of right to national self-determination.
