| 摘 要： | 长期以来西部投资环境质量差,成为制约经济发展的瓶颈。新形势下西部要吸引资金、技术、人才等,首要任务就是改善投资环境。在投资环境建设中应注意把硬环境与软环境同时抓,依据各地区发展特色经济的要求有针对性地、长期不懈地建设投资环境,并且尽快建立西部投资环境指标评价体系,以促进西部经济可持续发展。

| Abstract: | The poor investment enviorment in West China has long been a key problem in the development of local economy.The major task in the new era is to improve investment enviorment if the west area wants to attract funds ,technology,and qualified personnels.In the construction of investment enviormen t attention shoud be paid to the improvement of both hard and soft enviorment a nd,to the establishment of evaluation criteria to the need of a quick developmen t in the west economy with its own characteristics. |
