| 摘 要： | 人的本性使自然状态成了战争状态，自然状态虽有自然法，但它只能约束人的良心，于是为了自保，人决定立约建国。立即履行了“约”所规定的义务的是契约，没有立即履行义务而承诺未来履行义务的叫做信约。建国所依赖的是一种被称作服从信约的政治信约。为了使信约不被轻易废除，信约规定立约方不仅对彼此负有义务，而且对不是立约方的主权者也负有义务。这种信约使主权权力具有绝对性。

| Abstract: | Human nature makes the natural state a state of war .Although there is a natural law in the natural state ,it can only bind a man’s conscience .Thus ,in order to realize everyone’s self-preservation ,people in the natural state decide to build a country in accordance with an agree-ment .The instantly fulfilled agreement is called a contract while the promised one is a covenant . The agreement according to which a country is built is a political covenant called a covenant of o-bedience .In order not to be easily abolished ,this covenant stipulates that the sides of the covenant have an obligation not only to each other ,but also to the sovereign sides w ho have not made the a-greement .Such a covenant makes the sovereign power absolute . |
