多元协同治理的逻辑起点、必然与架构——以新冠肺炎疫情为例

新冠肺炎疫情是由未知因素叠加引发的跨域范围内的重大公共卫生危机事件,是新中国历史上传播速度最快、感染范围最广、防控难度最大的公共卫生危机事件,这就要求我们必须坚持中国共产党的领导,坚持多元共治的治理思路。新冠肺炎疫情必须采用多元共治的逻辑机理,构建多元主体协同的重大公共卫生危机治理体系的逻辑架构,树立多元协同的治理理念,提升多元协同主体之间的协同效应,强化舆情监测过程中多元主体的有序合作,健全法制体系以确保多元主体协同的运行。这就要求我们必须坚持“党委领导、政府负责、社会协同、公众参与、法治保障、科技支撑”的社会治理要求,从而推动新时代重大公共卫生危机治理能力和治理体系的现代化。

On the Logical Starting Point,Necessity and Framework of Multiple Collaborative Governance:Taking the COVID-19 Prevention as an Example

COVID-19 outbreak is a major cross-domain public health crisis event caused by the superposition of unknown factors.It is a public health crisis with the fastest spreading speed,the widest infection range and the greatest difficulty in prevention and control in the history of New China.This requires us to adhere to the leadership of the Communist Party of China and the governance ideas of multiple co-governance.We should adopt the logic mechanism of multiple co-governance,construct the logical structure of major public health crisis management system,set up the multiple cooperative governance concept,promote synergies between the main bodies,strengthen the orderly cooperation of multiple subjects in the process of public opinion monitoring,improve the legal system,ensure the operation guarantee of multiple subjects cooperation.It requires us to adhere to the social governance requirements of“Party leadership,government responsibility,social coordination,public participation and legal guarantee”,so as to promote the modernization of the governance capacity and governance system of major public health crises in the new era.
