制度变迁中的我国财政政策效应分析

我国真正意义上应用西方的财政政策来调控宏观经济,是1998年开始实施的积极财政政策.虽然积极财政政策在拉动经济增长方面作用明显,实现了国民经济的稳定增长,但其他方面如拉动民间投资与消费等不尽如人意.在我国市场经济体制逐步完善过程中,许多可能影响财政政策效果的旧有制度,在向新制度变迁时,必然会导致政府财政政策传导机制的梗塞,甚至出现政策的作用机制发挥失灵.笔者建议,目前的中性财政政策要达到良好的效果,应注意从有关影响政策效应的制度安排上进行与之相适应的制度改革,在政策手段上应减少公共支出,多运用税收这一调控方式.

The Effect Analysis of Financial Policy in System Change in China

In 1998, positive financial policy began to be implemented in China and this is the first time we use the western financial policy theory to adjust and control the macro economy. Though the positive financial policy acts on in spurring economic growth obviously and having realized the steady growth of national economy, others are not fully up to expectation such as pulling non-government investing and consuming etc. In the process of our country's market economic system improvement, a lot of old finance systems can't adapt new posture and it will inevitably cause the block of government's financial policy conduction mechanism, even the policy does not work. So I suggest that we should pay attention to system arranging which affect finance policy and do more reformation in reducing the public expenditure on the policy means and using this regulation control way of the tax revenue. In this way, the present neutral financial policy in our country can reach the good result.
