| 摘 要： | 业务功能单一、监管多头、立法滞后、融资混淆等制度缺陷已明显制约了我国农村经济和金融体系的发展。借鉴国际经验,重新构建我国农村政策性金融体系:将农发行办成粮棉储备银行;将信用社办成准政策性银行;成立农村信贷信用担保机构;成立农民合作金融组织等等。
