| 摘 要： | 本文从宪政角度对霍布斯,洛克的有限政府理论作出分析,提出政府目的的公益性决定了政府权力运用的目与手段的有限性,自然权理论与政府能力的有限性决定了政府权力的有限、有限的政府权力必须受到制衡等观点。

| Abstract: | This paper analyzes Hobbes and Lock's theory of limited government,and proposes that the public benefits of the government's purpose determine the limitedness of the purpose and means of exercising government power,that the theory of natural rights and the limitedness of government capability deternine the limitedness of government power,and that limited government power musrt be balanced. |
