公平与效率：中国农地产权制度变迁中的博弈——兼谈土地规模经营

中国目前“人地关系高度紧张”这个基本国情,决定了我国农地产权制度只能在保证公平的基础上追求效率,即在“平均地权”保证农民基本生活的前提下追求土地生产效率。目前的家庭联产承包责任制度对农民来说是一种既有效率又有公平的制度安排。家庭作为基本的农业生产单位,具有广泛的适应性,既适应于传统农业,也适用于现代农业,家庭的土地规模经营从国家战略上讲应当是一种趋势,当前中国农业效率追求的路径选择应是在农业生产经营环节的“统一服务”上做文章。

At present,China's national condition of the high contradiction between land and farmers decides that the pursuit of efficiency is on basis of the guarantee of equity in the agricultural land property system.Current household contract responsibility system for farmers is an efficient and fair system.The family as the basic unit of agricultural production,is broad adaptability,not only to the traditional agriculture,but also to modern agriculture.Agricultural Land large-scale management should be a trend from the national strategic sense,and the current pursuit of efficiency in agriculture should be "unification services",namely serve widely and equitably in production and management of agricultural product.
