| 摘 要： | 我国政府改革从过去的减人、减事、机构精简的行政职能调整已经开始扩展到"减少层级"的行政改革。其中市县关系不和谐、政府层级过多、县域经济不断发展等因素都是层级改革的主要原因,而要解决种种可能出现的问题,必须开展政府层级配套改革。

| Abstract: | Chinese governmental reform has changed from the former approaches which included staff reducing, affairs cutting down and organization adjustment, to that of administrative levels reducing. Disharmony between city and county, excessive administrative levels and county economy strengthening are the main reasons of the levels reform. To solve possible problems, it is essential to implement governments’ coordinated reform. |
