| 摘 要： | 党的十七大在把促进社会和谐列入本次大会的主题的同时，提出了社会建设的新的任务，报告特别论述和提出了要加快推进以改善民生为重点的社会建设问题。这个问题的提出与社会主义和谐社会理论的产生与形成有密切的关系。和谐社会的建设赋予了社会建设丰富的内涵，同时指出了建设的重点，其中办人民满意的教育是重要的民生问题之一。把构建社会主义和谐社会摆在更加突出的地位，加快推进以改善民生为重点的社会建设，必须以科学发展观为指导，像抓经济建设一样，抓好社会建设。
