摘 要: | 建设服务型政府是当今世界大多数国家在行政改革中所追求的目标.作为一种新型的政府治理模式,服务型政府与传统政府之间的区别就在于其对以服务为价值取向的伦理诉求,主要表现在提供公共服务、保障公民权利、承担服务责任、体现法治精神等一系列理念上的改变以及对服务精神的现实追求.基于服务型政府对行政伦理的特殊要求,结合其他国家在建设行政伦理过程中的经验,本文试图从内、外两种控制途径的角度为我国新形势下的服务型政府及行政伦理建设提出几点建议.

Abstract: | Construction of service government is the main goal of administrative reform of most countries. As a new governance paradigm, service government pursuit the destination of offering the best service to the citizens. The difference of administration ethics between service government and the traditional government is the changed idea of administration, such as offering public service, protecting the rights of citizens, taking the responsibilities and ruling by law. Based on the experiences of other countries when they construct their administrative ethics, this article put forward some advice to construct our administrative ethics of service government. |
