| 摘 要： | 反腐败斗争形势依然严峻 ,腐败案件恶性升级。严惩是反腐败方略的首要选择。严惩的主要功能在于打击腐败分子的嚣张气焰 ,要从根本上遏制腐败 ,尚需社会系统性反腐败措施加以配合。按照社会系统性反腐方略的要求 ,应将具体的腐败过程进行系统性透视 ,在腐败意识层面加强防范 ;任何改革方案都必须有与之配套的反腐方略 ;应从官员与非官员互动的视角设计反腐方略

| Abstract: | The situation of anti corruption struggle is still serious and the corruption cases are quickly rising in the 90's of 20th century.It's stern that stern punishment is the first selection of anti corruption strategy.The function of stern punishment is to hit the depraved persons' arrogance.In order to control the corruption from root,we need the cooperation of social system anti corruption measures.According to the requirement of social systematic anti corruption,we should penetrate systemically to the corruption process,and improve the defense sense to corruption.Any reform scheme should cooperate with the correspondent anti corruption scheme from the both angles of officials and non officials. |
