| 摘 要： | 医疗卫生改革与制度创新不可能完全放弃市场机制，但必须杜绝的是政府的公司化倾向，严守公共职能，要选择并确立公平正义的价值观，利用公共政策，集中社会资源，为市场运行提供良好的公共产品和公共服务。
