加入WTO后中国面临的一项重要任务是实现金融业的国际接轨。在经营体制方面，借鉴国际经验的同时结合国情，建立金融控股公司是适合中国实施混业经营的最佳模式。中国应采取循序渐进的方式推进混业经营，在维持金融业经营总体格局的情况下边规范边放松管制，最终过渡到混业经营模式。
