| 摘 要： | 严复与李鸿章在外交事务上的分歧,正是清浊流的重要分界点。尽管严复从事的是洋务浊职,但是他的外交理念却倾向于沈葆桢、张之洞、陈宝琛等清流人物。即便如此,在如何建立对外强权政府的途径选择上,他与张之洞等清流也不完全一致。严复认为,只有变法以修明内政,使国民拥有自由的民权,才能造就对外自主的强权政府。从清浊流之争的教训可见严复独树一帜的思想,这对未来中国改革开放的走向不无借鉴作用。
