论制度创新在生产力中的地位

“科学技术是第一生产力”的提法有其特殊背景,对此不应作绝对化的理解。科学技术转化为生产力要以制度为中介;制度创新在当今社会演进中越来越成为关键变量;制度创新是我国深化改革面临的最大课题：制度创新在第三世界国家经济发展中的关键作用已成为国内外学术界的共识。因此,可以提出“制度创新是第一生产力”。它主要是通过自上而下的模仿创新,自下而上的自发创新,以及转变观念三个途径实现的。
