| 摘 要： | 低碳金融是我国从依托化石能源的传统经济增长模式向依托新资源的低碳经济增长模式转变的重要推动力。目前,我国低碳金融体系的构建虽已得到初步的政策支持并显现出市场雏形,但政策支持体系仍不完善、市场要素尚不健全。为建立完善的低碳金融体系,我国既需要政府通过建立激励约束机制、调整税收政策和转变监管思路等加以外部的制度引导,又需要市场层面通过增加市场参与主体、开发低碳金融产品、建设交易平台等形成内在的驱动力。

| Abstract: | Low-carbon finance is an important impetus to drive the transition of the economic growth mode from the traditional economy based on fossil energy to low-carbon economy based on new energy,Currently,the construction of low-carbon finance system in China has obtained some policy support and the prototype of low-carbon market has taken shape.However,the supportive policy system is still not sound and market factors are not healthy.In order to perfect the low-carbon finance system,in the institutional？level,we need to found incentive and constrain mechanism,adjust tax policy and convert supervision ideas to form the external guide.At the same time,in the market level,it is necessary to increase the number of participation parties,develop low-carbon finance products and build trade platform to form the internal driving force. |
